A business environment tends to be informally operational when it takes TQM as another form of “Management by Control”. It is also considered that a TQM-based business operation is decentralized in nature. This process of decentralization is defined as the workforce has enough power and space to make certain job-related decisions, indulge in cross-evaluation talks with peers and others (a problem-solving approach), so that an attitude that diminishes work-related problems can be built to bring forth better quality of work.
In the recent times, Total Quality Management or TQM has been developed into an effective instrument to efficiently and frugally organize and manage business operations. As such, the long-standing goals have not been successfully achieved by the business organization that makes them rather helpless about it. The researchers and practitioner give credit of this failure to organizations’ zoom in, more than other things, to the improvements of periodical performance development instead of making a major change in the system (Harari, 1993).
